I'm not sure what the Universe is, except that the story is not from Morpheus' Legacy Universe
1. MC has no familial connection to a superpowered\Hero family
2. MC's attaining powers were not caused by situational stress
3. I was reading "The Knight is a Lady" which reminded me of the other story
MC was hiding in a wood\forest by a stream\river when being chased by bad guys
MC has no idea they are about to be bestowed with powers, more likely it is the realm of fantasy
MC unlike Joshua/Joselyn in "The Knight is a Lady" the change is not a genetic legacy, more by chance because of outside sources.

Sounds like Atalanta
It sounds to me that you are thinking of Atalanta in the Whateley Universe.
Though the start of the story reads very similar to Fresh Start by JulieO. But pretty soon it diverges and goes on to the Whateley universe.

Your comment reminded me that, while there are some similarities with Morpheus' story, it is definately part of a universe that a more than a few authors have written in.
Wheh I said "more by chance because of outside sources." may be I should have said "more by chance because of the actions of outside sources."
Unlike those in the Whateley Universe, like Fey and Atalanta who are affected by mystical beings, more like in the Morfs Universe where the powers were a result of a virus, though I can't remember the origin of the virus in Morfs
I can say that it was not part of the Julieverse as I read those reguarly.

P.s if I remember rightly MORFS was created due a terrorist bio weapon that spread world wide and it doesn't just affect humans but also animals.
Try The Center
That would be my first suggestion, "The Center" stories in a universe of Lilith Langtree, although many others wrote in it.
The idea was that children of a certain age and location were affected prebirth by contaminated water, though this didn't become evident until they were teenagers.
I'm sorry, it was a while ago so I can't offer any specific story titles.

Now you mention "The Center" if I remember activists attack a genetics lab and some of the mixed up goo from the lab gets into the water supply or something
I think that it is probably from that Universe.
