Next they will prohibit laughing in public places.
Strangest thing is that they have not banned the most disruptive British activity - supporting football team. And football itself...

I'd take it with a little pinch of salt to be honest. London goes to the polls on Thursday for Mayoral and Assembly elections and I'd question whether the source, the traditionally right leaning Evening Standard, is looking to promote the fortunes of Labour controlled Enfield Council in a constituency returning a Labour Assembly member (or perhaps I'm being cynical). Most of the by-laws seem quite sensible looking at the Council's website - no worse than the usual no ball games on the grass kind of thing.

Bit of a beat up.

The council isn't over the top, the reportage is. Please note that this applies to public parks not everywhere in the borough. The no climbing trees would be for two reasons, (a) the council doesn't want to get sued when some one falls out of one, and (b) there are now too many people in that area for the trees to take the wear and tear. The model aircraft, well they are damned noisy and should be restricted to unpopulated areas. Following links I see that model aircraft have need restricted to one park (hopefully far enough from homes). Looking at each thing you can see that it is quite reasonable given place and circumstances.

This is all due to metrification and I have not seen anything there that is inappropriate. I am close to being an anarchist and there is nothing there that I wouldn't expect as civilized behavior. There is a time and place for everything.

Would some one like to compare these regulations with those of Central Park, New York City?
