It sounds like it's not really a Congressional issue. It's a straight DoD issue. Lobby the Pentagon, perhaps?

I know several...
I know several who've worked HARD to get their DD-214s updated with the correct name/gender to no avail... One even hired a lawyer, and three years later, no luck.
Part of the issue is that trans are still not allowed to serve. (If they find out, out you go. Well, unless you happen to be in a skill they need, then you can even be called back to active duty in your correct gender... Go figure.)
I can't see this being fixed without major pressure being applied to DOD.
